Allow User to Change Branch Associated with an Estimate

User requested to copy or move estimate from one branch to another because the estimate was inadvertently created in the wrong branch.  I could see this being something that happens as a result of having access to multiple branches.  Need self service way to move or copy from one branch to the other.
